The transition to PTNBH status provides autonomy to several PT institutions so that they can have more freedom in managing their respective institutions within the framework of the rules stipulated in the respective PTNBH Statutes. The developments that have occurred in the last 10 years since this policy was adopted require PTNBH to be more creative in advancing the institution, especially in non-academic aspects. Several problems then emerged due to PTNBH’s position which had to apply the principles of good university management. The problems that arise are from the aspects of PTNBH’s financial reporting, legality of asset management and utilization, audit supervision procedures, and taxation. Since 2019, the PTNBH MWA Communication Forum was formed to facilitate communication between all PTNBH in discussing problems experienced by PTNBH and thinking together about solutions that will be implemented. The aim of this forum is to establish good coordination and friendship between PTNBH throughout Indonesia. At the PTNBH MWA Forum meeting in early 2023, it was agreed to form a working group including aspects of institutional strengthening. This working group involved 5 universities led by IPB. The PTNBH included in this working group are IPB, Unhas, Unesa, Univ. Open, and Univ. Yogyakarta State. This working group was given the mandate to discuss inter-organ relations, decision-making arrangements and the audit committee.

Gathering and Working Meetings of the MWA PTNBH Institutional Working Group Forum will be held from Friday to Sunday, 6-8 October 2023 at Yogyakarta State University. At the PTNBH MWA Forum Working Meeting, Institutional Strengthening Working Group, the Unhas MWA Team consisted of the leadership, head and staff of the Unhas MWA secretariat. Apart from that, there was also a group of other MWAs who were included in the Institutional working group, namely the Chairman of the AC and the Secretary of the IPB MWA, the Leaders and members of the Unesa MWA, the Leaders and Members of the UT MWA, as well as the complete presence of the MWA from the host University of Yogyakarta. The participants from the Unhas MWA who attended this work meeting were as follows:

Friendship activities and institutional working group meetings from the PTNBH MWA Forum which took place Friday to Saturday, 6 – 7 October 2023, in the Main Meeting Room of the Rectorate. This event brought together members of the PTN BH MWA Forum institutional working group, who came from the Bogor Agricultural Institute (IPB), Hasanudin University (Unhas), Surabaya State University (Unesa), Open University (UT), and Yogyakarta State University (UNY).

Participants were welcomed by Prof. Suyanto, Ph.D., Chair of UNY’s Board of Trustees, was the host and said that deciding on this meeting was bloody, especially looking for endowment funds. As the host, you will learn, recite the Koran kawruh, for how PTN BH UNY can be equal, at least you can follow the steps of PTN BH which have been around for a long time.

Next, the Coordinator of the Institutional Working Group, Dr. Agus Joko Pramono delivered an explanation of the university budgeting program in the form of work units, BLU and PTN BH. As chairman of the audit committee, Dr. Agus Joko Pramono said what is a good audit committee? namely how management control runs well, the insurance function runs well, then the internal audit and external audit functions run well, and are independent.

The proceedings of the Legal Entity State University Trustee Council Forum (PTN BH) Institutional Working Group began with an introduction to the MWA guided by Prof. Suyanto, Ph.D. from UNY followed by IPB Bogor, Unesa, Unhas, UT, followed by an introduction to the UNY Audit Committee by the Secretary of the UNY MWA, Prof. Dr. Suranto.

The Coordinator of this Forum from IPB Prof. Bambang Purwantara, Ph.D. pleased to lead discussions on three big themes, namely strengthening institutions and relationships between organs, setting up strategic decision-making systems, and the role of the audit committee.

The work meeting went smoothly according to the meeting agenda. Each PTNBH is given the opportunity to lead the plenary session which consists of 3 topics, namely the relationship between organs at PTNBH, the decision-making process and the duties and authority of the Audit Committee. From this discussion, a formulation was obtained that will be brought to the upcoming PTNBH MWA Forum meeting. On this occasion it is also hoped that the formulation of the discussion regarding the Audit Committee will be brought to the Railway Communication Forum Meeting in Padang city which will take place 16-18 October 2023 which will be held by Andalas University.
