MWA Unhas Attends MWA PTNBH Forum Hearing with MenPAN-RB: Voices the Urgency of Civil Servant Availability at PTNBH









Jakarta, June 12, 2025 — The Board of Trustees of Hasanuddin University (MWA Unhas) took part in a hearing of the PTNBH MWA Forum with the Minister of State Apparatus Empowerment and Bureaucratic Reform (MenPAN-RB), which took place at the KemenPAN-RB Office, Jl. Jend. Sudirman, South Jakarta. The event, held on June 12, 2025, aimed to voice challenges and expectations related to human resource policies within State-Owned Legal Entity Universities (PTNBH).
The PTNBH MWA Forum delegation, including representatives from Unhas, was received directly by the Minister of PAN-RB, Rini Widyantini, SH., MPM. During the meeting, the MWA Forum conveyed various strategic issues, particularly those related to the limited formation of the State Civil Apparatus (ASN) at PTNBH.
The Chair of the PTNBH MWA Forum, Prof. Moh. Natsir, said that many PTNBHs are experiencing a shortage of civil servants due to retirement and a lack of replacements, forcing them to rely on non-civil servants who are fully funded by universities. This situation creates disparities in status, benefits, and work motivation, and has an impact on the quality of higher education services.
On this occasion, the MWA Forum conveyed several recommendations related to ASN policies in higher education, including PTNBH, which were welcomed by the Minister of PAN-RB. The Minister explained that ASN formation policies at PT are coordinated across ministries: the Ministry of Education, Culture, Research, and Technology; the Ministry of PAN-RB; and the Ministry of Finance. The Minister of PAN-RB is also committed to facilitating further meetings between the three ministries to discuss comprehensive solutions.
The MWA Unhas delegation in this hearing was led directly by the Chair of the MWA, Prof. Dr. Andi Alimuddin Unde, M.Si, accompanied by the vice chairs, executive secretary, and other chairs of the MWA Unhas committees. This participation reaffirms the MWA Unhas’ commitment to advocating for policies that support accountable and equitable governance of PTNBH.
This visit was a strategic step in bridging the real needs of PTNBH institutions with national policies, as well as encouraging the state to remain present in ensuring the quality and sustainability of higher education in Indonesia.
